When one thinks of undercover operations, images of secret agents in trench coats and sunglasses may come to mind. However, it appears that ICE agents have taken this concept to a whole new level—far beyond mere face coverings. Federal immigration officers are now donning disguises and engaging with individuals without any visible identification, raising significant concerns about accountability and transparency.

In response to these practices, U.S. Senators Cory Booker (D-NJ) and Alex Padilla (D-CA), who serves as the Ranking Member of the Senate Judiciary Immigration Subcommittee, have proposed new legislation aimed at remedying this issue.

The proposed legislation, known as the Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025, seeks to mandate that immigration enforcement officers display clear and visible identification during public-facing activities. This initiative is intended to enhance oversight, transparency, and accountability regarding the alarming immigration enforcement tactics employed during the Trump Administration, which have instilled fear in communities across California and beyond.

During the Trump Administration’s aggressive mass deportation agenda, civil immigration enforcement operations have increasingly seen Department of Homeland Security (DHS) officers interacting with the public while clad in unmarked tactical gear and obscured clothing. Such attire, combined with face coverings, effectively conceals both their agency affiliation and personal identity. As a result, members of the public are often left unable to ascertain whether they are dealing with legitimate government representatives.
