A recent report published by the Capital Research Center in September 2025 alleges that George Soros’s Open Society Foundations (OSF) has donated over $80 million since 2016 to various organizations linked to terrorism or extremist violence. This report classifies these organizations into several categories, including those that directly support domestic terrorism, encourage terror acts connected to foreign groups, and promote violent extremism. Among the more controversial claims, the report states that OSF contributed $18 million to the Movement for Black Lives, an organization that co-authored a guide that appeared to glorify the October 7, 2023, Hamas attacks and advised activists on engaging in illegal activities such as blockades and economic disruption.
The allegations don’t stop there. The report further highlights significant financial support to other groups, including $2 million to the Sunrise Movement, which is associated with the Antifa-linked Stop Cop City campaign, where some activists face serious charges, including domestic terrorism for arson and violent encounters with law enforcement.
Additional findings include $2.35 million allocated to Al-Haq, which has been categorized as a front for the Popular Front for the Liberation of Palestine (PFLP), and $875,000 awarded to Democracy for the Arab World Now (DAWN), whose co-founders have infamously celebrated attacks by Hamas and have connections to the Muslim Brotherhood as well as other pro-terrorism entities. In response, the Open Society Foundations firmly stated that they condemn terrorism in all forms, maintain that they do not fund such activities, and denounce these allegations as politically motivated attempts aimed at undermining civil society engagement.
