Statement on President Trump’s Comprehensive Plan to End the Gaza Conflict – The White House

In a significant development yesterday, President Donald J. Trump extended his congratulations on the establishment of the National Committee for the Administration of Gaza (NCAG). This initiative marks a crucial advancement in the execution of Phase Two of his Comprehensive Plan to End the Gaza Conflict—a 20-point strategy aimed at fostering enduring peace, stability, reconstruction, and economic prosperity in the region.

The NCAG will be under the stewardship of Dr. Ali Sha’ath, a technocrat renowned for his expertise in public administration and economic development. His leadership will be pivotal in restoring essential public services, rebuilding civil institutions, and stabilizing daily life in Gaza. Dr. Sha’ath’s pragmatic approach and understanding of Gaza’s institutional landscape make him a fitting choice for this role, as he seeks to establish a foundation for sustainable governance.

This initiative aligns seamlessly with United Nations Security Council Resolution 2803 (2025), which not only endorsed President Trump’s Comprehensive Plan but also welcomed the formation of the Board of Peace. This Board is envisioned to be instrumental in executing all 20 points of the President’s plan, providing strategic oversight, mobilizing international resources, and ensuring accountability as Gaza transitions from conflict to a state of peace and development.

To bring the Board of Peace’s vision to fruition—under President Trump’s chairmanship—a founding Executive Board has been constituted. This board comprises leaders with diverse backgrounds in diplomacy, development, infrastructure, and economic strategy. The members appointed include:

  • Secretary Marco Rubio
  • Steve Witkoff
  • Jared Kushner
  • Sir Tony Blair
  • Marc Rowan
  • Ajay Banga
  • Robert Gabriel

Each Executive Board member will oversee specific portfolios crucial to Gaza’s stabilization and long-term success, addressing key areas such as governance capacity-building, regional relations, reconstruction efforts, investment attraction, large-scale funding initiatives, and capital mobilization.

To facilitate the daily operations of the Board of Peace, Chairman Trump has appointed Aryeh Lightstone and Josh Gruenbaum as senior advisors. They will be responsible for translating the Board’s diplomatic priorities into actionable strategies, ensuring disciplined execution of the overall mandate.

H.E. Nickolay Mladenov, a member of the Executive Board, is designated as the High Representative for Gaza. In this role, he will serve as the essential connection between the Board of Peace and the NCAG, overseeing all aspects of governance, reconstruction, and development in Gaza while ensuring effective coordination between civilian and security sectors.

To bolster security, preserve peace, and create a lasting environment free from terror, Major General Jasper Jeffers has been appointed as the Commander of the International Stabilization Force (ISF). He will lead security operations, support comprehensive demilitarization efforts, and ensure the safe delivery of humanitarian aid and reconstruction materials to the region.

In support of the High Representative’s office and the NCAG, an additional Gaza Executive Board is being formed. This Board will play a critical role in enhancing governance and delivering top-tier services that promote peace, stability, and prosperity for the people of Gaza. The appointed members of this Board include:

  • Steve Witkoff
  • Jared Kushner
  • Minister Hakan Fidan
  • Ali Al-Thawadi
  • General Hassan Rashad
  • Sir Tony Blair
  • Marc Rowan
  • Minister Reem Al-Hashimy
  • Nickolay Mladenov
  • Yakir Gabay
  • Sigrid Kaag

The United States remains unwavering in its commitment to support this transitional framework, collaborating closely with Israel, key Arab nations, and the international community to achieve the goals set forth in the Comprehensive Plan. The President urges all parties to fully cooperate with the NCAG, the Board of Peace, and the International Stabilization Force to ensure swift and successful implementation of this ambitious plan.

Further announcements regarding additional Executive Board and Gaza Executive Board members will be forthcoming in the weeks ahead.
