A former superintendent of a suburban school district is facing charges for allegedly misappropriating over $10,000 using a school-issued credit card for personal expenses. These expenses reportedly include payments for adult-content websites, golf equipment, and Visa gift cards, as stated by the Cook County State’s Attorney’s Office.
William Toulios, aged 46, has been accused of theft of government property valued between $10,000 and $100,000, theft within the same financial range, forgery, and two counts of official misconduct.
Prosecutors revealed that an investigation conducted by the Illinois State Police uncovered that Toulios allegedly used a district-provided credit card to make unauthorized personal purchases exceeding $10,000 from February 2021 to March 2024 while serving as superintendent of Argo Community High School District 217.
The alleged spending includes more than $4,000 on adult-content websites, over $4,000 on golf-related items, and upwards of $5,000 in Visa gift cards. Prosecutors indicated that some of these gift cards were used for further adult website expenses.
Additionally, prosecutors claim that Toulios submitted a fraudulent invoice to an employee and instructed this employee to create more fraudulent invoices to disguise the unauthorized expenditures.
“Every dollar entrusted to a school district is meant to support students, classrooms, and educational opportunities, not personal expenses,” stated Cook County State’s Attorney Eileen O’Neill Burke. “Public officials who misuse taxpayer resources for personal gain are not above the law. Our Public Corruption Unit is dedicated to ensuring accountability and maintaining public trust.”
