Chinese exports to south-east Asia have seen a significant increase, offsetting the decline in US-China trade. This surge in Chinese exports has raised concerns in the Trump administration about trans-shipment, where Chinese manufacturers use countries in south-east Asia to avoid punitive tariffs imposed by the US.

Vietnam has been under intense scrutiny for its role in trans-shipment activities. The country, with a substantial trade surplus with the US, has faced tariffs and pressure from US officials to address illegal trans-shipment practices. Prime Minister Pham Minh Chinh of Vietnam acknowledged Washington’s concerns about trans-shipment during recent tariff negotiations.

Other countries in the region, such as Indonesia, Thailand, and Malaysia, have also pledged to enhance scrutiny of trans-shipments in response to US demands. However, taking direct action against Chinese companies involved in trans-shipment could strain diplomatic relations with Beijing, given China’s significant economic influence in the region.

While south-east Asian countries strive to maintain a neutral stance between the US and China, they may face challenges in striking a balance. The Trump administration’s insistence on reducing Chinese content in goods originating from the region could complicate supply chains and trade relations.
