The Cato Institute recently unveiled its latest report on the Human Freedom Index, which combines measures of economic freedom with personal freedom. According to the report, the Human Freedom Index (HFI) serves as a comprehensive gauge of human freedom, defined as the absence of coercive constraint.
The authors of the report, Ian Vásquez, Matthew D. Mitchell, Ryan Murphy, and Guillermina Sutter Schneider, highlighted a concerning trend of decreasing global freedom over recent years. The average human freedom rating for 165 jurisdictions dropped from 6.98 in 2019 to 6.76 in 2020, and then to 6.73 in 2021 before a slight increase to 6.82 in 2022. This decline in freedom is particularly notable, with 87.4% of the world’s population experiencing a decrease in freedom.
In terms of ranking, the top 10 countries on the Human Freedom Index include Switzerland, New Zealand, Denmark, Luxembourg, Ireland, Finland, Australia, Iceland, Sweden, and Estonia. The United States, however, is positioned at number 17 out of 165 countries, just missing the top 10%.
The report also emphasizes the correlation between human freedom and various indicators of well-being. Countries in the top quartile of freedom exhibit higher average per capita income, with a strong positive relationship between freedom and democracy, tolerance, charitable giving, life expectancy, and environmental health.
While the Human Freedom Index provides valuable insights, it is not without flaws. For example, certain instances in countries like the UK and Canada raise questions about the accuracy of the index in evaluating freedom of speech and expression. Despite high ratings in these categories, cases of individuals facing legal consequences for expressing dissenting views indicate potential limitations in the assessment of freedom.
