MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES
By the authority granted to me as President by the Constitution and the laws of the United States of America, I hereby issue the following directive:
Section 1. Purpose. (a) On February 4, 2025, I issued Executive Order 14199, which initiated the United States’ withdrawal from specific United Nations organizations and mandated a review of all international organizations receiving U.S. support. This order instructed the Secretary of State, in collaboration with the U.S. Representative to the United Nations, to evaluate our membership and contributions to these organizations, treaties, and conventions, assessing which align or conflict with American interests. The Secretary of State has duly submitted his findings as required by Executive Order 14199.
(b) After reviewing the Secretary of State’s report and engaging in discussions with my Cabinet, I have concluded that it is against the interests of the United States to continue our association with, or financial support for, the organizations outlined in Section 2 of this memorandum.
(c) In accordance with Executive Order 14199 and under the authority vested in me as President, I direct all executive departments and agencies (agencies) to promptly initiate the withdrawal of the United States from the organizations listed in Section 2. For United Nations entities, this withdrawal entails ceasing participation and financial contributions to the extent permitted by law.
(d) The review of additional findings from the Secretary of State is ongoing.

Sec. 3. Implementation Guidance. The Secretary of State shall provide additional guidance as needed to agencies in the execution of this memorandum.
Sec. 4. General Provisions. (a) This memorandum shall not be interpreted to diminish or otherwise affect:
(i) the authority provided by law to any executive department or agency, or its head; or
(ii) the responsibilities of the Director of the Office of Management and Budget related to budgetary, administrative, or legislative proposals.
(b) This memorandum will be implemented consistent with applicable laws and subject to the availability of appropriations.
(c) This memorandum does not, and is not intended to, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.
(d) The Secretary of State is authorized and directed to publish this memorandum in the Federal Register.
