Albert Ramos, a seasoned NYPD detective, was promoted to Detective First Grade after nearly a decade ago jumping into action to save the life of a Russian tourist who was stabbed by a madman while visiting Los Angeles. The 58-year-old officer reflected on the harrowing ordeal that took place in November 2015 as he and his partner, Detective Dan Mulligan, were on assignment in the City of Angels.

During a coffee break at a Starbucks, Ramos and Mulligan heard panicked screams and saw two men fighting, one armed with a knife. The assailant slashed the tourist in the throat and was aiming for his chest when Ramos pulled out his gun and disarmed the attacker. With the help of a friendly construction worker who provided zip ties, they were able to restrain the suspect until the LAPD arrived.

The suspect, identified as 54-year-old Donald Offerman, was arrested and charged with attempted murder. In the aftermath of the incident, the victim’s daughters sent a heartfelt letter to Ramos and Mulligan, expressing their gratitude for saving their father’s life.

Ramos, who has served within the NYPD for 32 years, emphasized the importance of helping others, both as a person and as a police officer. He encouraged his fellow officers to be the ones who offer assistance, as it not only makes them better cops but also contributes to the greater good.

Originally from Manhattan and now residing in Queens, Ramos has worked in various precincts across Brooklyn North, including as a narcotics officer, before joining the Detective Squad in Manhattan’s 6th Precinct. He currently serves as a detective in the Queens DA Squad and expressed his love for coming to work every day.

Ramos was one of several officers promoted on Thursday, with Commissioner Jessica Tish commending them for upholding the highest standards of the profession, demonstrating sound judgment in critical moments, showing leadership under pressure, and dedicating themselves to protecting the people of New York City.

The promotion ceremony at One Police Plaza was a testament to the hard work and commitment of these officers, including Ramos, who exemplify the values of the NYPD and serve as role models for their colleagues.
