This year’s Conference of the Parties (COP), commencing on 10 November in Belém, Brazil, is anticipated to focus on refining the implementation of existing climate agreements rather than forging new ones.

Prior to the summit, countries were expected to update their nationally determined contributions (NDCs) for reducing emissions. However, only 67 out of the 195 signatories to the Paris Agreement had submitted their revised plans by the end of October, with notable delays from the European Union and India. Additionally, the withdrawal of the United States from the Paris Agreement has invalidated the emissions targets set under the previous administration.

On a positive note, China has committed to lowering net greenhouse gas emissions by 7 to 10 per cent from peak levels by 2035, marking a significant step towards emissions reduction. Despite being insufficient to limit global warming to 2°C, it signifies progress as China’s first absolute emissions reduction target.

Adapting to Climate Change

Two key agenda items at COP30 hold promise for both mitigating and adapting to climate change.

Brazil is advocating for the Belém Action Mechanism for a Just Transition, aimed at reimagining the transition to clean energy as an avenue for job creation and economic growth rather than a burden. This initiative is set to support countries in transforming sectors such as energy, mining, and agriculture, with a focus on implementing targets, pledges, and mechanisms to facilitate the transition and provide support to affected communities.

Amid the escalating impacts of climate change, COP discussions are shifting towards adaptation strategies. The Global Goal on Adaptation (GGA) is a pioneering effort to quantify and compare countries’ vulnerability to climate change through indicators such as flood risk and food security. This initiative will aid in prioritizing funding for nations facing the most severe climate impacts.

However, it is crucial for world leaders to strike a balance between adaptation and mitigation efforts. Prioritizing adaptation at the expense of mitigation could lead to a vicious cycle of increasing adaptation needs without addressing the root causes of climate change.

Addressing the Finance Gap

With developed nations falling short in providing the necessary financial support for climate action in developing economies, Brazil is spearheading the Baku to Belém Roadmap to ramp up global climate finance to $1.3 trillion annually by 2035.

Low-income countries are advocating for grants from high-emission nations to combat the adverse effects of climate change on their territories. Meanwhile, wealthier countries are exploring avenues such as private investments, debt swaps, and innovative financing mechanisms like the Tropical Forests Forever Facility (TFFF) to secure funding.

The TFFF, slated for launch at COP30, aims to finance forest conservation through private investments. Brazil and other nations will provide initial investments to guarantee the fund, enabling it to borrow funds from private investors for sustainable projects. The success of the TFFF hinges on substantial backing from nations, with the potential to generate significant funds for forest protection.

As COP30 unfolds with modest expectations for ambitious announcements, the success of initiatives like the TFFF will be pivotal in signaling progress amidst challenging climate negotiations.
