A PROCLAMATION

Every child has the inherent right to a safe and nurturing environment that fosters learning and personal growth. Adoption serves as a crucial avenue to provide stability and a sense of belonging for children in need of families. As we observe National Adoption Month, we celebrate the transformative love of parents who have opened their hearts and homes, and we reaffirm our commitment to the countless children still awaiting the warmth and security of a permanent family.

Adoption underscores the profound value our Nation places on family and the abundant life it nurtures. In my role as President, I am dedicated to empowering families who choose to answer the call to adopt. Through the One Big Beautiful Bill Act, I have made strides to simplify access to the adoption tax credit and expanded the child tax credit, effectively lowering financial barriers and enabling families to allocate more resources to care for their children.

While adoption paves the way for new beginnings, the reality remains that far too many children in our foster care system still linger without a permanent home. Throughout my first term, I took significant steps to fortify America’s foster care and adoption frameworks by enacting the Family First Prevention Services Act — a landmark reform of federal child welfare policy that has not been matched in decades. This legislation employs proven interventions to keep families together and prevent unnecessary separations.

As I continue my term, I remain steadfast in my dedication to this crucial endeavor alongside First Lady Melania Trump. Just last week, I signed an Executive Order titled Fostering the Future for American Children and Families, aimed at leveraging federal resources, technology, and strategic partnerships to equip young individuals in, or aging out of, the foster care system with the necessary tools to thrive as successful adults. This initiative is bolstered by the First Lady’s leadership, which prioritizes the upliftment and protection of America’s children, ensuring that every child has a solid foundation for their future.

This month, we acknowledge a profound truth: all children are a gift, deserving of love, care, and family. We honor the parents and families who graciously welcome children into their lives, providing them with the stability and guidance every young person deserves. Above all, we commit to safeguarding children, supporting their caregivers, and reinforcing the essential role of family across our great Nation.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim November 2025 as National Adoption Month throughout the United States. I urge all Americans to engage in this month by supporting children in need of a loving home, uplifting the families who embrace them, and fostering stronger family and community bonds across our Nation.
