ADVANCING RECIPROCAL TRADE:

On Friday, President Donald J. Trump unveiled a trade agreement that promises to unlock the vast Indian market, home to over 1.4 billion consumers, for American products.

  • This announcement came after a recent phone conversation between President Trump and Indian Prime Minister Narendra Modi, during which they laid out a framework for an Interim Agreement aimed at reciprocal trade and reiterated their pledge to pursue broader negotiations for a U.S.-India Bilateral Trade Agreement (BTA).
  • During the call, President Trump also agreed to lift the additional 25% tariff on Indian imports, acknowledging India’s commitment to cease oil purchases from Russia. Consequently, he signed an Executive Order to formally eliminate that tariff last Friday.
  • In light of India’s readiness to collaborate with the U.S. on addressing trade imbalances and shared security concerns, the United States will reduce the Reciprocal Tariff on Indian goods from 25% to 18%.
  • The pivotal elements of the Agreement include:

    • India will lower or abolish tariffs on a variety of U.S. industrial products and numerous food and agricultural items, such as dried distillers’ grains (DDGs), red sorghum, tree nuts, fresh and processed fruits, select pulses, soybean oil, and various wines and spirits.

    • India is committed to enhancing its imports of American goods, aiming to procure over $500 billion in U.S. energy, information and communication technology, agricultural products, coal, and other commodities.

    • India will tackle non-tariff barriers that hinder bilateral trade in prioritized sectors.

    • The U.S. and India will negotiate rules of origin intended to ensure that the advantages of the agreement primarily benefit both countries.

    • India will abolish its digital services taxes and has agreed to negotiate comprehensive bilateral digital trade regulations aimed at combating discriminatory practices and alleviating barriers to digital commerce, including prohibiting customs duties on electronic transmissions.

    • The U.S. and India will work to bolster economic security alignment, enhancing supply chain resilience and innovation, and cooperating on investment reviews and export controls to counter non-market strategies from third parties.

    • A significant increase in bilateral trade related to technology products is anticipated, alongside expanded joint technological cooperation.

THE PROSPEROUS PATH AHEAD:

President Trump is steadfast in his efforts to promote the interests of American citizens by improving market access for U.S. exporters and reducing both tariff and non-tariff barriers that could jeopardize our economic and national security.

  • India has historically imposed some of the highest tariffs on U.S. goods among major economies, with agricultural tariffs averaging around 37% and exceeding 100% on specific automobile imports.
  • The Indian marketplace has also been marked by stringent non-tariff barriers that have obstructed a multitude of U.S. exports.
  • In the forthcoming weeks, both countries will expedite the implementation of this framework and work towards finalizing the Interim Agreement, aiming to establish a mutually advantageous BTA that secures benefits for American workers and businesses.
  • According to the roadmap outlined in the BTA’s Terms of Reference, the U.S. and India will persist in negotiations to tackle remaining tariff and non-tariff barriers, customs facilitation, regulatory practices, trade remedies, service and investment issues, intellectual property rights, labor standards, environmental concerns, government procurement, and unfair practices by state-owned enterprises.

LIBERATING AMERICA FROM UNFAIR TRADE PRACTICES:

President Trump is challenging the long-held belief that American workers and businesses must endure unfair trade practices that have historically disadvantaged them and fueled a significant global trade deficit.

  • In a striking move on April 2, 2025, President Trump declared a national emergency due to the persistent U.S. goods trade deficit that stems from a lack of reciprocity in trade relations, unfair tariff and non-tariff barriers, and policies from trading partners that suppress domestic wages and consumption.
  • The President remains committed to advancing U.S. interests by dismantling trade barriers and enhancing market access for American exporters, particularly in agriculture.
  • This announcement marks a significant step forward in the U.S.-India relationship, highlighting the President’s resolve to establish balanced, reciprocal trade with a key partner.
