Former LAUSD Superintendent Austin Beutner has come out with strong allegations against current leader Alberto Carvalho, accusing him of misusing tens of millions of dollars in arts funding. Beutner claims that Carvalho diverted public funds meant for arts teachers to fill gaps in the district’s budget, a move that he says violates the law and deprives students of the benefits of arts education.

According to Beutner, Carvalho misused $77 million in state arts education funding that was supposed to pay for arts teachers as mandated by Proposition 28, a law passed by voters in 2022. Beutner obtained a secret internal document that allegedly shows Carvalho admitting to the LAUSD board that the funds were not being used as required by law.

The funding from Proposition 28 is meant to ensure that every school has an art teacher, but only about one in five LAUSD schools currently has one. Beutner, who played a key role in drafting the legislation, is calling for the district to use the millions of dollars to pay for arts teachers as intended by the law.

Carvalho, who has been under scrutiny following FBI raids last month related to alleged fraud and corruption, has been placed on paid administrative leave. Beutner’s letter also highlights the importance of transparency and accountability in the wake of the FBI investigation.

The lawsuit filed by Beutner and a group of parents against LAUSD is still in litigation, with the judge indicating that the district may lose its argument that it is using the funding legally. Enrollment in LAUSD is declining, leading to budget shortfalls and potential layoffs and school closures.
