President Trump is grappling with a challenge that many presidents have faced: the impact of a prolonged war on a presidency. This war has extended beyond initial expectations, leading Trump to address the issue both privately and publicly. He has expressed a desire to reach an agreement to end the conflict with Iran to avoid being likened to Herbert Hoover, the Republican president associated with economic collapse during the Great Depression.

At the G7 summit in France in June, Trump remarked, “I’ve studied presidents, some good, some bad, some great. Not too many are great and some really bad. We had one just recently. The one president I did not want to be was the late, great Herbert Hoover. I didn’t want that, and who knows what would have happened. But bad things happen.”

These comments were not mere offhand remarks; they reflect his understanding of what it means to be a successful president and how he wishes to be remembered. He acknowledges that his legacy will be judged not just by military outcomes, but also by how domestic issues like inflation, gas prices, and citizens’ lives are affected.

Historic parallels

Born in 1946, Trump grew up when Herbert Hoover was a symbol of economic mismanagement. Hoover’s adherence to Republican ideals, advocating minimal government intervention during economic turmoil, is often seen as a major error in 20th-century politics.

“Trump often reveals what he’s thinking with these comments he makes,” said Tevi Troy, a presidential historian and former White House aide to George W. Bush. “They sound like asides, but I think they’re indicative of his upbringing. He grew up in a period where Herbert Hoover was a very negative thing to be.”

Trump is not alone in facing these concerns. During the 2008 financial crisis, President George W. Bush warned congressional leaders that inaction could lead to comparisons with Hoover.

“We’re going to act. I’m not going to be Herbert Hoover,” Bush reportedly told them, as noted by presidential historian Russell Riley in his book Inside the George W. Bush White House: An Oral History.

Ronald Reagan also faced comparisons to Hoover during the 1981-1982 recession, but the association faded when the economy recovered.

“Any Republican president who gets hit with bad economic times faces the danger of being tagged as Herbert Hoover,” Troy said. “You don’t really hear people saying Jimmy Carter was Herbert Hoover. It’s constantly something that happens to Republican presidents.”

Urgent concerns

For Trump, the urgency is heightened as the war affects energy and inflation. Diane Swonk, chief economist at KPMG, notes that recession risks have increased since the war began, exacerbated by persistent inflation and a lack of Federal Reserve intervention.

However, she advises against viewing today’s economic situation as a repeat of Hoover’s era, citing improved policy tools available now.

“It’s hard to get back to a Hoover-type situation where there are all these Hoovervilles,” she said. “There were so many policy mistakes made back then that caused that situation and how it played out.”

Trump understands that his political success hinges on the economy’s performance and recognizes that a prolonged war can redefine a presidency in unexpected ways.
