LOS ANGELES — Speaking at a homeless shelter’s chapel, Robert F. Kennedy Jr., the health secretary, criticized local authorities for their ineffective handling of homelessness and substance abuse issues. He delivered his remarks behind a lectern adorned with a sign reading “Cancel Corruption.”

A day earlier, Kennedy had been in the Oval Office with President Trump, witnessing the signing of an executive order aimed at overhauling childhood vaccination policies.
