This legislation proposes new eligibility criteria that, if implemented, would impose “community engagement requirements” demanding at least 80 hours of work, education, or service monthly from able-bodied adults without dependents. Additionally, enrollees would face a twice-annual verification of eligibility, up from the previous annual check. The bill further complicates matters by introducing stricter income verification for those seeking coverage under the Affordable Care Act.

The Associated Press has detailed these changes, which might seem straightforward until you consider the potential fallout for millions of Americans struggling to navigate the complexities of the healthcare system.

In an analysis by the Congressional Budget Office (CBO), it was estimated that the expiration of expanded premium tax credits could leave an additional 4.2 million people uninsured by 2034, compared to a scenario where those credits are permanently extended. This increase is a direct consequence of the current law, which allows these credits to lapse after this year.

Moreover, the CBO projected that finalizing the proposed 2025 Marketplace Integrity and Affordability Rule could further increase the uninsured population by 1.8 million by 2034. Half of this increase is already factored into the CBO’s baseline since the rule is currently under consideration, while the other half derives from the proposed codification of the rule in the reconciliation recommendations from the Committee on Energy and Commerce.
