On Wednesday, House Republicans approved $1.1 trillion in military funding, marking a final legislative effort before departing Washington for a recess exceeding a month. This funding, part of the annual National Defense Authorization Act (NDAA), was approved by a narrow 216 to 212 vote, with the support of six Democrats. The bill now proceeds to the Senate, where its future is uncertain.

Traditionally, the NDAA receives bipartisan support, but this year it has become a partisan effort. Republicans describe the bill as a “generational investment in America’s national defense,” emphasizing innovation, lethality, and readiness to prepare for future challenges.

However, Democrats, including those typically supportive of military initiatives, are not in agreement. Rep. Adam Smith of Washington, the leading Democrat on the House Armed Services Committee, expressed opposition, highlighting the inclusion of $1.15 trillion in discretionary spending as a point of contention. He stated, “I cannot and do not support meeting these needs by making massive cuts to critically important domestic programs and slashing taxes.”

To pass the bill in the Senate, Republicans will require Democratic support to meet the 60-vote threshold necessary for most legislation. Last week, Senate Democrats blocked a version of the bill, demanding limitations on President Trump’s military efforts in Iran.

This debate over the NDAA occurs as tensions persist within the Pentagon. Efforts to resolve the U.S.-Iran conflict have faltered, with both sides continuing to engage in hostilities. Defense Secretary Pete Hegseth reported that the war has already cost taxpayers $37.5 billion.

Recently, at least four U.S. service members were killed, raising the nation’s death toll to 18. Nearly 500 service members have been injured. Additionally, the average price for a gallon of gas in the U.S. has risen above four dollars, according to AAA.

A second track for Pentagon funding

In a separate move on Wednesday, House Republicans advanced a $95 billion budget framework, which includes over $70 billion for the Iran war, $12 billion in farm aid, and funds for the SAVE America Act, President Trump’s election overhaul initiative. This plan still requires Senate approval.

The budget blueprint passed narrowly with a 216 to 214 vote. GOP fiscal hardliners expressed frustration that the bill’s spending wasn’t offset by cuts elsewhere. Other lawmakers were concerned about funding a war effort that is escalating and remains unpopular among Americans.

House Speaker Mike Johnson, R-La., managed to rally enough support to advance the framework using reconciliation, a parliamentary procedure that allows the package to pass on a party-line vote, bypassing the usual 60-vote Senate requirement.

The Senate’s timeline for considering the reconciliation framework remains uncertain. On Tuesday, Majority Leader John Thune, R-S.D., emphasized the urgency of negotiating to extend government funding beyond the midterm elections, as current funding is set to expire at the end of September. Thune indicated he would attempt to reach a deal with Democrats, but if unsuccessful, he might revise the budget framework to extend funding on a party-line basis.

While the House passed its own bill on Tuesday to extend government funding through December, Thune noted that it does not address several funding requests from the White House.

New limits on trading stocks

The House also passed a bill by a 232 to 198 vote that would prohibit lawmakers from acquiring new individual stocks while in office. They would still be able to hold existing stocks, reinvest dividends, and sell stocks with transparency.

Named the Stop Insider Trading Act, the measure faced opposition from non-partisan good government advocacy groups. In a letter to Congress, they criticized the bill for not banning members of Congress from owning stocks or making decisions that could influence stock values, and for not preventing profits from stock trades or other asset classes.

All but 13 Democrats opposed the measure, citing significant loopholes and concerns over an unrelated voter ID provision included in the package.
