In accordance with the powers entrusted to me by the Constitution and the laws of the United States, I hereby issue the following directive:

Section 1. Objective

The United States is fortunate to possess a wealth of stunning landscapes, plentiful natural resources, and a profound legacy of exploration by adventurers and nature enthusiasts. Our national parks, forests, waterways, and public lands have inspired countless generations and ignited our Nation’s spirit of discovery. To guarantee that future Americans inherit this same sense of responsibility and adventure, my Administration will focus on conserving our magnificent national parks and outdoor recreation areas.

Years of administrative missteps, regulatory excess, and neglect in standard maintenance necessitate intervention. Restrictions on land use have curtailed the rights of hunters, anglers, hikers, and outdoor enthusiasts regarding access to public lands that are rightfully theirs. Such bureaucratic barriers have not only undermined outdoor traditions but also placed conservation funding at risk. The National Park Service and the United States Forest Service are burdened with over $23 billion and $10.8 billion in deferred maintenance, respectively, leaving roads, trails, and historic sites in a state of disrepair. Nevertheless, our country has demonstrated that conservation and economic advancement can flourish together. Following the enactment of the Great American Outdoors Act (Public Law 116-152), the outdoor recreation economy has surged to $1.2 trillion in economic output, representing 3.1 percent of the U.S. workforce in 2023 and supporting 5 million jobs.

By leveraging both innovation and pragmatic policies, America can maintain its natural beauty while broadening outdoor recreation opportunities for generations to come. It is my Administration’s policy to prioritize responsible conservation, restore our lands and waters, and safeguard our Nation’s outdoor legacy for the enjoyment of all Americans.

Sec. 2. General Policies

All Federal land management agencies, as defined by 16 U.S.C. 6801(3), shall, to the extent feasible, ensure that their policies:

(a) promote responsible stewardship of natural resources while fostering economic growth;

(b) enhance access to public lands and waters for recreation, hunting, and fishing;

(c) support responsible, voluntary conservation initiatives;

(d) eliminate bureaucratic delays that obstruct effective environmental management; and

(e) revitalize America’s fish and wildlife populations through proactive, collaborative conservation efforts at the grassroots level.

Sec. 3. Creation and Structure of the President’s Make America Beautiful Again Commission

(a) The President’s Make America Beautiful Again Commission (Commission) is hereby established, chaired by the Secretary of the Interior (Chair), with the Assistant to the President for Domestic Policy serving as Executive Director (Executive Director).

(b) Besides the Chair and the Executive Director, the Commission will comprise the following officials or their designees:

(i) the Secretary of Defense;

(ii) the Secretary of Agriculture;

(iii) the Administrator of the Environmental Protection Agency;

(iv) the Director of the Office of Management and Budget;

(v) the Chairman of the Council of Economic Advisers;

(vi) the Assistant to the President and Chief of Staff;

(vii) the Assistant to the President for Economic Policy;

(viii) the Chairman of the Council on Environmental Quality; and

(ix) additional members of my Administration invited to participate at the discretion of the Chair and Executive Director.

Sec. 4. Preserving Our National Treasures

The Commission shall provide guidance and support to the President on the most effective strategies for responsibly conserving America’s national treasures and natural resources by:

(a) overseeing the execution of this order and fostering interagency collaboration on conservation initiatives;

(b) offering actionable recommendations to the President for enhancing conservation efforts;

(c) formulating policies to restore fish and wildlife populations through collaboration rather than regulation, including coordination with State wildlife agencies;

(d) advising the President on solutions to expand access to clean drinking water and restore aquatic ecosystems to enhance water quality and availability; and

(e) establishing policies to broaden access to public lands, national parks, national forests, and wildlife refuges while promoting a diverse range of outdoor recreation opportunities, including hunting, fishing, hiking, biking, skiing, climbing, boating, off-roading, and wildlife viewing.

Sec. 5. General Provisions

(a) This order shall not be interpreted to impair or otherwise affect:

(i) the authority granted by law to any executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget regarding budgetary, administrative, or legislative proposals.

(b) This order will be implemented in accordance with applicable law and is subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d) The costs for publishing this order shall be the responsibility of the Department of the Interior.
