Terence Winter, the creator of “Boardwalk Empire” and executive producer of “The Sopranos,” recently shed light on the failed “The Batman” spinoff series that was centered on the Gotham police department. Winter, along with “The Batman” director Matt Reeves, had been working on the show before its collapse. Winter shared his vision for the series during an interview on The Playlist’s “Bingeworthy” podcast.

The concept for the show was to create a 1970s cop drama set in the Gotham City Police Department, drawing inspiration from Sidney Lumet’s 1981 film, “Prince of the City.” The show was intended to have a gritty ’70s feel, focusing on a present-day cop who comes from a long line of Gotham City officers. In a corrupt city like Gotham, the protagonist would grapple with his allegiance to the law. The Batman would exist in this world, but only as a mysterious figure in the background.

However, Winter revealed that Reeves eventually felt disconnected from the direction they were taking with the series, leading to Winter’s departure from the project. The Gotham PD show was subsequently shelved in favor of developing a series centered on Colin Farrell’s Penguin character from “The Batman,” now known as “The Penguin,” which is currently airing on HBO Max.

Winter expressed support for the decision to move forward with “The Penguin,” acknowledging that sometimes creative partnerships don’t align as expected. He also noted that the success of the previous show “Gotham” may have impacted the reception of their original concept for the Gotham PD series.

In a separate interview with Entertainment Weekly, Reeves explained that HBO executives encouraged a focus on “marquee characters” from the Batman universe, leading to the cancellation of the Gotham PD show and another spinoff series centered on Arkham Asylum. Elements from the abandoned show eventually found their way into “The Penguin.”

The development and subsequent demise of the Gotham PD series highlight the challenges of creating spinoff content within established franchises. Despite the setbacks, Winter and Reeves continue to explore fresh avenues within the Batman universe, with “The Penguin” serving as a testament to their creative resilience.
