BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

Under my stewardship, the United States has reaffirmed its unwavering commitment to dismantling the networks of cartels and foreign terrorist groups operating within the Western Hemisphere. My administration has taken the critical step of designating several of these cartels and transnational gangs as foreign terrorist organizations, and we have allocated unprecedented resources to combat their operations. These groups not only dominate territories and commerce but also manipulate political and judicial systems, employ armed forces, and resort to assassination and terrorism to further their objectives. To bolster our efforts, the Secretary of War has initiated the Americas Counter Cartel Coalition—a collaborative pledge from military leaders across 17 countries, signifying a regional readiness to deploy military power to eliminate these threats to our collective security and civilization. We are prepared to confront these dire challenges utilizing every resource and legal authority at our disposal, in conjunction with our partner nations.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority granted to me by the Constitution and the laws of this nation, do hereby proclaim the following:

(1) The eradication of criminal cartels and foreign terrorist organizations within the Western Hemisphere shall be pursued to the fullest extent permissible under applicable law.

(2) The United States, alongside its allies, must coordinate efforts to strip these organizations of territorial control and access to the financing and resources essential for their violent campaigns.

(3) The United States will work to train and mobilize the military forces of partner nations, crafting a highly effective fighting force aimed at dismantling cartels and neutralizing their ability to export violence and exert influence through organized intimidation.

(4) The United States and its allies shall remain vigilant against external threats, including harmful foreign influences attempting to infiltrate the Western Hemisphere.
