Donald Trump’s second term in office serves as a case study in the consequences of an administration indifferent to governance and policy-making. In the absence of pressing crises, this administration seems to function with minimal effort. The real turmoil surfaces when decisive leadership is required, and policy solutions are needed.

Throughout Trump’s current administration, a recurring theme has emerged: Republican lawmakers in Congress often find themselves idling, waiting for the White House to provide direction and leadership. Take, for instance, the looming shutdown of the Department of Homeland Security. This agency, which oversees ICE, is on the brink of closure as negotiations falter. Rather than stepping up to forge a compromise with Democrats on substantive reforms, the White House merely resubmitted an outdated proposal that had already been rejected.
