“We’ve been talking about gummy bear and bubble gum flavors being the most attractive,” said Chaffee. “I don’t think a sophisticated adult flavor is going to be particularly effective at attracting kids. The question is, is it going to do anything to help adults quit smoking?”

Chaffee noted that while the FDA has said it’s trying to help smokers quit, the agency has not yet approved a single vape product as a smoking cessation tool. And the evidence on whether e-cigarettes are effective as a smoking cessation aid is mixed. Some studies show they can be helpful, while others suggest that e-cigarette users are less likely to quit smoking than non-users.

It’s not clear what impact the new guidance will have on the e-cigarette market, which is already in a state of flux. The vaping industry has faced a series of setbacks in recent years, with a wave of illnesses and deaths linked to vaping in 2019 and the COVID-19 pandemic cutting into sales. But the industry has also seen a surge in popularity among young people, with nearly a quarter of high school students reporting they have used e-cigarettes in the past month.

With youth vaping rates on the rise, some experts worry that expanding the availability of flavored vapes could make the problem worse. “We’re all trying to figure out how to get kids to stop vaping,” said Chaffee. “It’s a real challenge.”

There’s also concern that the increased availability of flavored vapes could lead to a new generation of nicotine addicts. Research shows that young people who use e-cigarettes are more likely to start smoking traditional cigarettes later on. And some studies suggest that nicotine can have long-lasting effects on the developing brain, potentially increasing the risk of addiction and other health problems.

“The evidence is pretty solid that flavors are a major driver of youth e-cigarette use,” said Chaffee. “And we know that nicotine is highly addictive, particularly in young people.”

For now, it’s unclear what the future holds for flavored vapes in the U.S. But one thing is certain: the debate over their safety and appeal is far from over.

In the 2024 National Youth Tobacco Use survey, mint was identified as the third most popular flavor choice among students who used e-cigarettes, following fruit and candy flavors. However, some experts, such as Jordt and Krishnan-Sarin, expressed concerns about listing mint as a flavor option, as they believed it could potentially lead to increased youth uptake of e-cigarettes.

Both Jordt and Krishnan-Sarin highlighted the potential toxicity of additional flavors, raising alarms about the use of flavors like cinnamon, clove, and vanilla in e-cigarette products. Cinnamon, for example, was known to be a toxicant when inhaled, prompting manufacturers to recommend using cinnamon vape liquids with glass tanks or pods to avoid plastic melting.

Eugenol, found in clove flavors, was noted for its potent local anesthetic properties, making it easier for individuals to inhale more vapor from e-cigarettes. Additionally, vanilla, a common flavor in e-cigarettes, was suggested to promote the release of dopamine in the brain, potentially strengthening the addictive potential of vapes.

Experts like Adam Leventhal acknowledged that flavors played a crucial role in making e-cigarettes more appealing and palatable, countering the unpleasant sensory effects of nicotine. While some argued that more flavors could be a useful tool in combating smoking, others cautioned against the potential risks of re-introducing a variety of flavors, especially among underage individuals.

The FDA’s recent release of the raw data results from the 2025 National Youth Tobacco Use survey has sparked discussions among public health experts. While the data analysis is still underway, experts like Krishnan-Sarin and Jordt are collaborating with colleagues to interpret the findings. The move to publish the raw data without analysis was considered unusual but potentially beneficial for transparency.

Overall, the concerns raised by experts underscore the complex relationship between flavors and youth vaping rates. While flavors may have contributed to the decline in youth vaping rates, there remains a need for vigilance in monitoring the impact of different flavor choices on public health outcomes.
