Extradition denial, juvenile offenders not taken into police custody, and other exceptional circumstances may also lead to the clearance of an offense.

Any crime incident that is not reported as cleared by arrest or exceptional means is considered not cleared. Incidents that are administratively closed may not meet the criteria for reporting as cleared, and NIBRS does not record information on administrative case closures.

Concerns arise regarding the non-random missingness of this data, as some agencies may be more thorough in completing this field than others.
