The European Union has taken a significant step towards promoting competition in the app ecosystem by allowing access to alternative app stores through the Digital Markets Act (DMA). This regulation enables users in the EU to explore a wider range of apps outside of Apple’s App Store, creating a more diverse marketplace for developers and consumers alike.

Unlike Apple’s App Store, where apps undergo a strict App Review process, apps on alternative app marketplaces must go through a notarization process to ensure they meet certain platform integrity standards, such as being free of malware. However, each store has the autonomy to review and approve apps based on its own policies, taking responsibility for support and refunds.

Developers looking to run an alternative app marketplace in the EU must adhere to Apple’s alternative business terms, including paying a Core Technology Fee of €0.50 for each first annual install of their marketplace app. This fee is required even before reaching the threshold of 1 million installs, which is the standard for other EU apps distributed under Apple’s DMA business terms.

Despite the complexity of these new rules, several developers have seized the opportunity to distribute their apps beyond Apple’s ecosystem. In addition to the EU, other markets like Japan are also exploring alternative app store options. Apple recently announced compliance with the Mobile Software Competition Act in Japan, allowing developers to distribute apps and process payments outside of the App Store.

In the EU, iPhone users can now access alternative app stores such as AltStore PAL, Setapp Mobile (now closed), and Epic Games Store. AltStore PAL, developed by Riley Testut, offers an open-source platform for independent developers to distribute their apps alongside popular offerings like Delta and Clip. Unlike Apple’s App Store, AltStore apps are self-hosted by developers, giving users more control over the apps they access.

Setapp Mobile, developed by MacPaw, was one of the first companies to establish an alternative app store for EU users but unfortunately shut down in February 2026 due to Apple’s evolving and complex business terms. The subscription-based service featured curated apps free from in-app purchases or ads, providing users with a high-quality selection of apps.

Epic Games Store, launched by Fortnite maker Epic Games, offers a variety of games for iOS users in the EU, including popular titles like Fortnite, Rocket League Sideswipe, and Fall Guys. The company is also expanding its presence to other alternative app stores, such as AltStore PAL and Aptoide’s iOS store, following its legal battle with Apple over App Store policies.

Overall, the introduction of alternative app stores in the EU signifies a shift towards a more competitive and diverse app marketplace, empowering developers and users to explore new opportunities outside of traditional app distribution channels.

Aptoide, the Lisbon-based alternative game store for iPhone, has emerged as a popular open-source solution for app distribution within the EU. With a focus on safety, Aptoide scans all apps to ensure they are safe for download and installation, offering users peace of mind.

The iOS version of Aptoide was initially introduced as an invite-only beta in June 2024 but has since become widely available across the EU. Unlike traditional app stores, Aptoide operates on a free-to-use model, eliminating the need for users to cover the Core Technology Fee typically paid to Apple.
