A Proclamation
Spanning from the Appalachian Mountains to the Mississippi River and across the Great Plains, America has thrived for nearly 250 years thanks to our vast and valuable natural resources including oil, clean coal, minerals, and natural gas. This National Energy Dominance Month, my Administration proudly reaffirms its commitment to tapping into the liquid gold and mineral wealth beneath our feet as well as the abundant resources in our waters, forests, and fields, striving for American energy dominance and shaping a future characterized by a clear message: “Drill, baby, drill.”
During my first term, the United States led the world as the top producer of oil and natural gas, and the coal industry started to recover after eight challenging years under Obama’s War on Coal. Unfortunately, after my first term, the prior administration initiated an attack on American energy, undoing all the historic actions from my first term and causing record-high gas prices in all 50 states. Meanwhile, the Green New Scam closed numerous coal plants, jeopardizing our power grid, disrupting mining operations, and transferring energy jobs from Texas to Tehran, from the Midwest to Moscow, and from Baton Rouge to Beijing. I have consistently stated that energy security equates to national security. My predecessor shamefully drained our Strategic Petroleum Reserve, empowering our adversaries and increasing our dependence on foreign nations while burdening American citizens with soaring energy costs on their home turf.
This destructive phase of self-sabotage concluded on January 20, 2025. As the 47th President of the United States, my energy policy centers on maximized production, prosperity, and power. On my first day, I declared a National Energy Emergency to mitigate rising energy prices. I signed an Executive Order to revive American energy, lifting the energy restrictions imposed by the former administration. I set up the National Energy Dominance Council to ensure that the American energy sector continues its global leadership for years to come. Additionally, I took steps to restore America’s supremacy in offshore critical minerals and resources, lifted unnecessary regulations on coal plants to keep them operational, initiated a nuclear energy resurgence, and opened the Arctic National Wildlife Refuge in Alaska, one of the world’s largest drilling areas. Every day, we are fulfilling our commitment to reinstating the United States as a global energy superpower — and this journey has just begun. Under my Administration, our workers are drilling, mining, and producing like never before.
This month, we persist in our mission to restore American energy dominance, elevate the American worker, safeguard American industry, value our resources, and establish America as the most prosperous nation on Earth.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 2025 as National Energy Dominance Month.
