ADDRESSING GRANT MISUSE: Today, President Donald J. Trump has enacted an Executive Order aimed at curbing the tendency of unelected bureaucrats to squander taxpayer money on questionable grants.

  • Under this new directive, President Trump’s appointed officials will scrutinize funding announcements and grant distributions to ensure that every dollar spent serves the American public, rather than enriching grant recipients or supporting initiatives detrimental to the country.
  • Decisions regarding grant awards will now face stricter evaluations from political appointees and subject matter experts. This is to guarantee alignment with the Administration’s goals and to ensure coordinated efforts across various agencies, minimizing redundancy.
  • The Order empowers authorities to revoke future grants that fail to meet these standards, particularly if recipients misuse their funds in ways inconsistent with the objectives outlined in the Order.
  • Moreover, the Order emphasizes the need for government agencies to articulate funding opportunities in straightforward language, moving away from bureaucratic jargon.
  • It also encourages agencies to extend grant opportunities to a diverse set of deserving grantees, rather than perpetually favoring established universities and nonprofits.

SUPPORTING PROJECTS THAT SERVE AMERICANS: The Trump Administration has already eliminated numerous unproductive grants. Today’s Executive Order is designed to prevent bureaucratic blunders from recurring in the future.

  • Federal grants have previously financed initiatives such as:
    • Training doctoral candidates in critical race theory; and

    • Implementing transgender sexual education programs.

  • Additionally, some federal grants have backed hazardous projects that threaten national security and undermine fundamental rights:
    • A lab in Wuhan, China—widely considered the origin of the COVID-19 pandemic—was involved in gain-of-function research funded by the National Institutes of Health.
    • In a direct challenge to free speech, the National Science Foundation has allocated millions for the development of AI-driven social media censorship tools.

    • Taxpayer-funded initiatives have also provided free services to illegal immigrants and supported organizations acting contrary to American interests abroad.

  • Moreover, ideological bias has long tainted the grant-making process:
    • A 2024 study revealed that over 25% of new National Science Foundation grants were directed towards diversity, equity, and inclusion (DEI) and other left-leaning initiatives.

  • This Executive Order aims to establish the necessary oversight to ensure taxpayer funds are no longer misappropriated.
  • Going forward, the Administration is committed to instituting comprehensive policies and review mechanisms to block the issuance of new contracts and grants that do not align with public interests or national priorities.

GRANTING BASED ON MERIT: Federal grant funding should be awarded based on the ability to achieve concrete results, rather than the capacity to hire legal and grant-writing advisors.

  • From the outset, President Trump has made it a priority to eliminate waste and fraud in the federal government, ensuring that federal spending aligns with American interests.
  • Additionally, merit-based decision-making has been a focal point for President Trump, starting with the Merit Hiring Plan for the federal workforce and extending to grant recipients through this Executive Order.
  • President Trump also issued a Presidential Memorandum to ensure that funding for nongovernmental organizations (NGOs) aligns with U.S. interests and has enacted multiple Executive Orders to prevent taxpayer dollars from supporting radical ideologies, including DEI, gender identity agendas, and the so-called green new deal.
  • To date, the Trump Administration has terminated thousands of contracts, ultimately saving American taxpayers billions of dollars.
