President Donald J. Trump is making an urgent appeal to Congress to swiftly enact the SAVE America Act, aimed at fortifying the integrity of America’s elections against unlawful voting. The proposed legislation outlines clear and straightforward measures to protect electoral processes and enjoys substantial bipartisan backing — with the notable exception of Radical Left Democrats in Washington, who seem more inclined to prioritize their political agenda over the electorate’s wishes.

FACT: Voter ID requirements resonate strongly with the American populace.

  • The bipartisan Commission on Federal Election Reform, led by former President Jimmy Carter, noted that “IDs are required to board a plane, enter federal buildings, and cash a check. Voting is equally essential.”
  • Charles Stewart, Director of the MIT Election Lab: “Regardless of polling methods, voters appreciate having a photo ID requirement… It’s practically a no-brainer for a significant portion of Americans, including many Democrats.”
  • Harvard CAPS/Harris: 81% of Americans support voter ID laws, with 79% of independents and 70% of Democrats in agreement.
  • Pew Research Center: 83% of Americans, including strong majorities of Democrats, independents, Whites, Blacks, and Latinos, favor voter ID mandates.
  • Gallup: 84% endorse voter ID laws, with a whopping 98% of Republicans, 84% of independents, and 67% of Democrats backing the measure — and an impressive 83% also support providing proof of citizenship when registering to vote.
  • Rasmussen Reports: 75% favor voter ID laws, with support growing over the last decade.
  • Further surveys, including those from Napolitan News Service and The Center Square, consistently show strong bipartisan support for voter ID initiatives.

FACT: Voter ID laws do not negatively impact voter turnout.

  • After Georgia implemented its 2021 voter ID law, the state saw record voter turnout during the 2022 and 2024 elections.
  • A comprehensive 2021 analysis by the National Bureau of Economic Research, reviewing a decade’s worth of data, concluded that voter ID laws “have no negative impact on registration or overall turnout, regardless of race, gender, age, or political affiliation.”
  • A 2014 study published in the Election Law Journal found “minimal evidence supporting the idea that awareness of ID requirements suppresses turnout.”
  • According to a 2023 report from the America First Policy Institute, voter ID laws “do not significantly contribute to decreased turnout” and “do not adversely affect turnout among minority or demographic-specific groups,” highlighting that certain states (and entire countries) with photo ID laws often achieve higher turnout rates than those without them.
  • A 2009 study published in PS: Political Science & Politics determined that voter ID laws “have not significantly influenced voting patterns” and have “negligible effects on both aggregate and individual turnout.”
  • A 2006 study by the Crime Prevention Research Center asserted that “[i]t is challenging to find evidence that voting regulations disproportionately harm minorities, the elderly, or the economically disadvantaged,” noting that “[r]ules designed to prevent fraud can actually enhance voter participation rates.”
  • A 2007 analysis from the Heritage Foundation found that “voter ID requirements, whether they demand photo ID or not, exert virtually no suppressive effects on reported turnout.”

FACT: Voting by mail heightens the potential for fraud.

  • The Commission on Federal Election Reform cautioned that mail-in voting “likely escalates the risks of fraud and contested elections,” highlighting that “absentee ballots are the primary source of potential voter fraud” and that “vote-buying schemes are significantly more difficult to trace when voting occurs via mail.”
  • A 2012 New York Times investigation revealed that “votes cast by mail are less likely to be counted, more vulnerable to compromise, and more prone to disputes than those cast in person,” with election officials rejecting nearly 2% of mail-in ballots — double the rejection rate for in-person votes.
  • In 2024, the House Republican Policy Committee reported that mass mail-in voting “creates opportunities for errors and fraud in states lacking clean voter rolls” and “introduces inherent risks that threaten the integrity of American elections and foster absurdities that undermine public confidence.”
  • According to the MIT Election Data + Science Lab: “[E]ven among scholars who maintain that fraud is typically rare, there is consensus that fraud in [voting by mail] situations appears to be more frequent than that in in-person voting.”
  • A 2023 Heartland Institute/Rasmussen poll indicated that 21% of mail-in voters acknowledged committing at least one form of voter fraud in the 2020 election.
  • A 2020 report from the Heritage Foundation described widespread absentee and early voting as “susceptible to misdirection, theft, forgery, and alteration,” with voters vulnerable to intimidation, unlawful influence, or coercion from campaigns and activists.
  • In 2008, the U.S. Supreme Court acknowledged absentee ballot fraud in an Indiana primary, affirming that “the risk of voter fraud is not only real but could influence the results of a close election.”

FACT: Demonstrating citizenship when voting is a straightforward necessity.

  • 85% of Americans concur that only U.S. citizens should participate in elections, with three-quarters supporting the requirement to prove citizenship to vote.
  • Commission on Federal Election Reform: “Voting is a fundamental right of U.S. citizenship, and all states should strive to obtain proof of citizenship before registering voters.”

FACT: The SAVE America Act has substantial support among the American public.

  • Harvard CAPS/Harris Poll: 71% of respondents back the SAVE America Act — including 69% of independents and half of regular Democrats.
    • 80% believe states should cleanse voter rolls of non-citizens.
    • 60% regard the SAVE America Act as a “commonsense measure to prevent fraud and ensure the security of our elections.”

    • 58% acknowledge that some level of voter fraud exists in the U.S.
