U.S. Cybersecurity Agency CISA Faces Challenges Amid Staff Cuts

The U.S. cybersecurity agency, known as CISA, is facing significant challenges according to bipartisan lawmakers and industry leaders. Concerns have been raised about the agency’s ability to carry out its core mission effectively and its preparedness in the event of a cybersecurity crisis.

Reports indicate that CISA has experienced a reduction in staff numbers, losing approximately one-third of its workforce over the past year. This has resulted in the loss of key programs, personnel, and expertise, including initiatives focused on countering ransomware and promoting secure software development. Notably, members of CISA’s election security team have also been affected by these cuts, raising concerns about the agency’s ability to safeguard future elections.

Furthermore, CISA has reassigned hundreds of staff members to support other agencies within the Department of Homeland Security as part of broader government initiatives, such as immigration enforcement efforts. This reallocation of resources has further strained CISA’s operations and capabilities.

While some sources attribute these challenges to the Trump administration and Congress, others point to CISA’s acting director, Madhu Gottumukkala, who has been criticized for his leadership and decision-making. It is worth noting that CISA has been without a permanent director since Trump took office in 2025.

Currently, CISA is operating at around 38% staff levels due to the partial U.S. federal government shutdown. Lawmakers have opted not to allocate additional funding to federal immigration authorities following public outcry over recent incidents involving federal agents. Despite these challenges, CISA remains committed to protecting federal networks from cyber threats, as affirmed by Gottumukkala.
