Recall that notorious appearance at the Council on Foreign Relations where Joe Biden casually declared his intention to withhold a billion-dollar loan guarantee to Ukraine unless its prosecutor was ousted? This was, after all, underscored by a nod of agreement from none other than Barack Obama.

A newly declassified CIA Information Report adds another layer to our understanding of the Vice President’s trip to Ukraine in December 2015, aligning with previous reports from The Gateway Pundit about Hunter Biden’s contract with Blue Star Strategies that emerged straight from Hunter’s own emails.

In May 2023, The Gateway Pundit unveiled a contract proposal involving Hunter Biden, Rosemont Seneca, Clinton ally Sally Painter of Blue Star Strategies, and Vadym Pozharskyi of Burisma.

The emails began circulating on October 31, 2015, under the label “Fwd: Revised Burisma Proposal, Contract and Invoice.” This communication kicked off just over a month prior to Joe Biden’s trip to Ukraine on December 7.

During these negotiations, Pozharskyi replied on November 2nd, emphasizing that the proposed scope of work was “largely lacking concrete tangible results” we initially aimed for. He pointed out that it did not name high-ranking U.S. officials in Ukraine—like the US Ambassador or Ukrainian officials, specifically mentioning key figures such as the President and Prosecutor General—as targets to enhance Nikolay’s case, presumably referring to Mykola Zlochevsky, the CEO of Burisma at that time.

The email went on to state:

“I would like us to formulate a list of deliverables, including, but not limited to: a concrete course of actions, including meetings/communications resulting in high-ranking US officials in Ukraine (US Ambassador) and in the US publicly or in private communication commenting on Nikolay/Burisma to the top decision-makers in Ukraine: the President, Chief of Staff, Prosecutor General, etc.”

Additionally, the scope should cover organizing a visit by influential current and/or former US policymakers to Ukraine in November aimed at meeting with top Ukrainian officials to deliver a supportive message regarding Nikolay’s legal issues.

At the time, the only official ranking higher than Biden was President Obama himself. Biden’s remarks at the Council on Foreign Relations indicated that the decision to leverage the billion-dollar loan guarantee was not just a solo act but had President Obama’s seal of approval.

On November 18th, Pozharskyi responded that he had signed the “BS” (Blue Star Strategies) contract and was wiring a “60-thousand retainer” that same day, along with a request for a call to discuss the action plan for November-December 2015.

On December 2nd, a conference call was held at the White House regarding Biden’s imminent trip to Ukraine. Notably, it appears that Blue Star obtained the minutes from this call, which were subsequently shared with Burisma.

CIA Declassifies Key Report on December Ukraine Visit

On Tuesday, CIA Director John Ratcliffe announced the declassification of an information report illuminating Biden’s 2015 trip to Ukraine.

This document focused on the “Reactions of Ukraine Government Officials to Early December Visit of Senior United States Government Official.

The report suggested that officials within then-President Petro Poroshenko’s administration expressed both “bewilderment” and “disappointment” concerning Biden’s visit on December 7th and 8th.

The report states:

“Following the visit, these officials concluded that Vice President Biden appeared to have come to Kiev primarily to deliver a generic public speech and demonstrated no intention of discussing serious matters with Poroshenko or other government officials.”

And what a generic speech it turned out to be! Biden waxed poetic about the Orange Revolution and the Maidan Revolution—two U.S.-facilitated color revolutions designed to sweep aside pro-Russian leadership and usher in more compliant regimes. In the case of President Yanukovich, the aftermath of Maidan culminated in a ousting deemed unconstitutional, lingering questions regarding procedural integrity in the Rada.

While Biden did mention $2 billion in loan guarantees and $760 million in U.S. assistance already extended, he conveniently avoided any explicit reference to a quid pro quo regarding the firing of then-Prosecutor General Viktor Shokin, who was pursuing corruption allegations against Burisma.

Interestingly, in February 2016, Shokin indeed ordered a seizure of Burisma CEO Mykola Zlochevsky’s assets, and a month later, he was ultimately dismissed.

The report elaborated that Ukrainian officials had expected Biden to tackle “personnel matters” with Poroshenko, anticipating him either advocating for or against certain officials in the Ukrainian government.

As Biden bragged back at the Council on Foreign Relations, such discussions did indeed occur, but it remains implausible they would have aired publicly given the legal ramifications involved.

The extent of evidence regarding the Burisma contract from the Hunter Biden laptop implies that Biden, in his official capacity, traveled to Ukraine to fulfill obligations tied to his son and the interests of Clinton-affiliated Blue Star Strategies—calling for “high-ranking US officials” to lend their “positive opinion” on behalf of the CEO of a company linked to his son.

The “generic speech” served merely as a façade.

Biden further escalated matters by brazenly confirming that he pressured the Ukrainian government to eliminate the Prosecutor General in exchange for a billion-dollar aid package.

Moreover, the CIA report indicated that following Biden’s trip, Ukrainian officials “mused” about the media’s scrutiny of Biden’s familial ties to “corrupt business practices in Ukraine,” highlighting what they saw as a “double standard” in the United States regarding “corruption and political power.”
