A recent scandal involving a Chicago police officer has come to light, as Illinois Attorney General Kwame Raoul announced that Officer Alain M. Dillon, 37, is facing charges of bribery and official misconduct. The accusations stem from Dillon allegedly accepting cash payments in exchange for allowing someone unauthorized access to his department-issued encrypted radio.

The investigation into Dillon began in June 2024, and he has since been relieved of his police powers and assigned to an office where he takes police reports over the phone. Encrypted radios are advanced devices that cannot be picked up by regular scanners or handsets. The Chicago Police Department (CPD) started encrypting most of its radio channels in late 2022 to prevent criminals from monitoring police activities in real-time.

The cost of a CPD encrypted radio is $2,500, making them a sought-after item for various individuals, including tow truck drivers, gang members, and even news reporters. In a specific incident in September 2024, CPD officers in Humboldt Park observed a tow truck driver with suspicious behavior. They later discovered a CPD radio hidden under a garbage bin, which led to the arrest of the driver, Ismael Claudio Jr.

Before the encryption of police radios, tow truck drivers would use emergency radio scanners to get ahead of traffic crashes and secure towing jobs. However, with the encryption in place, unauthorized access to CPD radios has become a lucrative opportunity for some individuals. Thieves have been known to steal radios from police stations, and in one case, a migrant living in a CPD station was offered money for a police radio capable of receiving encrypted transmissions.

During his mayoral campaign, Brandon Johnson promised to restore the public’s real-time access to CPD radio activity, but as of now, no changes have been made in that regard. The incident involving Officer Dillon serves as a reminder of the importance of maintaining the security and integrity of police communication systems.
