REVITALIZING THE U.S. FISHING INDUSTRY: In a move aimed at enhancing American seafood competitiveness, President Donald J. Trump has signed an Executive Order today.

  • The Order aims to fortify the U.S. fishing sector by alleviating regulatory burdens, tackling unfair foreign trade practices, and boosting domestic seafood production and exports.
  • It instructs the Secretary of Commerce to promptly evaluate the possibility of suspending, amending, or rescinding regulations that excessively encumber America’s commercial fishing, aquaculture, and fish processing sectors.
  • Additionally, the National Marine Fisheries Service (NMFS) is directed to:
    • Integrate innovative, cost-effective, and dependable technologies alongside collaborative research initiatives into fishery assessments.

    • Broaden exempted fishing permit programs to enhance fishing opportunities across the nation.

    • Modernize data collection and analytical methodologies to ensure fisheries management is responsive to real-time oceanic conditions.

  • The Order introduces an America First Seafood Strategy designed to elevate U.S. seafood production, sales, and exports, laying the groundwork for sustained industry growth and global competitiveness.
  • Moreover, it mandates the formulation of a seafood trade strategy to counteract unfair competition, address low environmental and labor standards, and combat illegally sourced seafood from overseas, while simultaneously expanding access to foreign markets for American seafood products.
  • The administration is also tasked with enhancing the Seafood Import Monitoring Program (SIMP) to better identify high-risk shipments from nations that flout international laws.
  • Finally, it calls for a review of all current marine national monuments to evaluate the possibility of opening them to commercial fishing.

CONFRONTING CHALLENGES TO AMERICAN SEAFOOD COMPETITIVENESS: President Trump has acknowledged that excessive regulation and unfair trade practices have weakened the U.S. fishing industry’s position on the global stage.

  • Despite controlling over four million square miles of prime fishing territory, the U.S. imports nearly 90% of its seafood, leading to a trade deficit that surpasses $20 billion.
  • The seafood sector is among the most heavily regulated in the nation, with stringent catch limits and outdated data obstructing American fishermen’s productivity.
  • Illegal, unreported, and unregulated (IUU) fishing, forced labor within foreign seafood supply chains, and unfair trade practices abroad continually undermine U.S. market stability.

EMPOWERING AMERICAN FISHERMEN: This Executive Order is a continuation of President Trump’s commitment to rejuvenating the U.S. fishing industry.

  • In 2020, President Trump initiated an Executive Order focused on enhancing seafood competitiveness and eliminating unnecessary regulatory obstacles.
  • Upon his return to office, President Trump signed an Executive Order that halted offshore wind projects, aiming to preserve a thriving U.S. fishing industry for future generations.
  • Furthermore, President Trump has implemented tariffs designed to safeguard America’s fishing industry, which have been lauded as a crucial support for the shrimping sector.
