Meta Allows Rival AI Companies to Provide Chatbots on WhatsApp in Brazil

Meta has made a significant decision to allow rival AI companies to offer their chatbots on WhatsApp to Brazilian users for a fee. This move comes shortly after a similar decision was confirmed for users in Europe.

Earlier this week, Brazil’s antitrust regulator CADE ruled against Meta and rejected its appeal to block an order that sought to suspend the company’s policy change. This policy change aimed to prevent third-party AI chatbots on WhatsApp, but CADE found that banning these chatbots would not be proportionate and could harm competition in the market.

As a response to CADE’s ruling, Meta announced that it will now allow third-party AI chatbot providers to use its WhatsApp Business API to offer their services on the app for a fee. The company will charge $0.0625 per “non-template message” in Brazil starting from March 11.

Meta had initially announced the policy change last October, which led to various antitrust investigations. The company argued that its WhatsApp Business API was not designed for AI chatbots and that they strained the system. However, with regulatory pressure mounting, Meta has decided to open up its platform to third-party chatbots in certain regions.

Despite this change, developers are still hesitant to resume services due to the high pricing set by Meta. They believe that these costs could be prohibitive and impact their ability to offer competitive services.

Zapia, a company that filed a complaint with CADE in Brazil, welcomed the decision to allow third-party chatbots on WhatsApp.

“Competition is essential in preventing powerful companies from restricting innovation. At Zapia, we advocate for the freedom of choice in AI tools and believe that innovation thrives when platforms are open to new ideas. We will continue to challenge restrictions in Latin America and are eager to see how Meta adapts its policies in Brazil to comply with the regulatory decision,” Zapia stated.
