Democrats Eye Opportunity in Kentucky’s 6th District as Rep. Barr Transitions to Senate Race

Rep. Andy Barr (R-Ky.) has maintained a strong grip on his House district for over ten years. However, Democrats believe his decision to pursue a Senate seat may present a rare opportunity to reclaim a district that has drifted away from their grasp.

Kentucky’s 6th District, with Lexington at its core, has not seen a Democrat elected to Congress since Ben Chandler’s last victory in 2010. Barr has held his seat since 2013, proving to be a formidable incumbent. The closest a Democrat has come to unseating him was in 2018, when fundraising powerhouse Amy McGrath lost to Barr by approximately three percentage points.

In the 2024 elections, Barr secured reelection by a staggering 26 points, outpacing President Donald Trump, who had previously won the district by 15 points, as noted by calculations from The Downballot.

Had Barr chosen to run for reelection, Democrats privately acknowledged that their chances would be minimal. However, with Sen. Mitch McConnell (R-Ky.) announcing his retirement and Barr’s shift to the Senate race, an open seat now presents itself as a target for Democratic candidates.

Emerging Contenders in the Democratic Primary

In the Democratic primary, two frontrunners have emerged, capturing the attention of national party strategists: Zach Dembo, a Navy veteran and former federal prosecutor, and Cherlynn Stevenson, a former Kentucky state representative. Each candidate is proposing distinct strategies to flip this historically Republican district.

The primary debate earlier this month revolved around how a Democrat could successfully win the seat. Candidates heavily criticized the Trump administration, touching on topics such as its military decisions concerning Iran and the economic impact of tariffs on everyday Americans.

Stevenson positions herself as a “Mountain Democrat,” emphasizing her Appalachian heritage and her ability to bridge the gap between urban and rural voters. She argues that by focusing on the cost of living and access to affordable healthcare, she can reconnect the party with disenfranchised rural constituents. “Winning in Kentucky demands cultural fluency and trust,” Stevenson stated in an interview. “I understand how to engage with working families and rural communities because I am one of them.”

Stevenson also has a history of flipping seats; she was the first woman and first Democrat elected to represent Kentucky’s 88th state House district, where she served as the House minority caucus chair.

Dembo, on the other hand, identifies as a “Beshear Democrat,” a reference to Democratic Gov. Andy Beshear, who performed well in the 6th District during his 2023 reelection. “This is completely a flippable district,” Dembo asserted, citing the unfavorable choices made by the current Republican Congress as a catalyst for change.

He draws from his experience as a Navy JAG officer and former federal prosecutor, claiming that his background provides him with crossover appeal in a district leaning Republican. Dembo notably resigned from his Justice Department position during Trump’s second term, citing concerns over corruption and an “abuse of the criminal justice system.”

Both candidates have demonstrated strong fundraising capabilities. Meanwhile, Republicans are also facing a contested primary, featuring state Rep. Ryan Dotson and former state Sen. Ralph Alvarado.

“We’re challenging Republicans in areas they never anticipated having to compete, and now they must,” remarked DCCC spokesperson Madison Andrus.

The Challenges Ahead for Democrats

Despite the excitement, the road ahead remains daunting for Democrats. Although the Democratic Congressional Campaign Committee (DCCC) has placed this seat on its “Red to Blue” battleground list, Kentucky’s federal representation still heavily favors Republicans. Furthermore, the district became slightly redder following the post-2022 redistricting, complicating the Democrats’ path compared to McGrath’s narrow defeat during the last Trump administration midterms.

Most analysts suggest that this seat lies outside the core battlegrounds, and the lack of significant outside spending highlights the steep uphill battle facing Democrats, even in the absence of an incumbent.

Republicans, for their part, dismiss the Democratic enthusiasm entirely. “Democrats are indulging in too much bourbon if they think they can win Kentucky’s 6th District; their aspirations are utterly delusional,” quipped NRCC spokesperson Zach Bannon. “Republicans are well-positioned to maintain KY-06 and expand our majority.”
