By the authority granted to me as President under the Constitution and laws of the United States, I hereby issue the following order:

Section 1. Purpose. Deregulation stands as a paramount goal for my Administration. We aim to ignite prosperity by liberating Americans from the burdensome weight of Federal regulations that have accumulated over decades. While deciding which regulations to abolish can be intricate, the actual process of eliminating a regulation from the Code of Federal Regulations should be straightforward. Unfortunately, it is anything but.
The Office of the Federal Register often takes days, if not weeks, to publish new regulatory actions. Such delays are unjustifiable. The Office of the Federal Register receives final documents that have been fully executed by the relevant decision-makers—all that remains is the act of publication. Yet, despite these setbacks, executive departments and agencies are charged $151-$174 per column of text to publish each rule in the Federal Register. These inefficiencies hinder my Administration’s deregulation efforts and squander taxpayer dollars.

Sec.2. Increasing Efficiency in the Federal Register. (a) The Archivist of the United States (Archivist), through the Office of the Federal Register, shall collaborate with the Director of the Government Publishing Office to minimize publication delays as much as possible, which includes modernizing technological systems and cutting unnecessary bureaucracy.
(b) Within 15 days of this order, the Archivist, via the Office of the Federal Register, shall provide a report to the Director of the Office of Management and Budget (OMB), detailing average publication times for various categories of documents.
(c) Within 45 days of this order, the Archivist shall review the fee structures for publication in the Federal Register, working in conjunction with the Director of the Government Publishing Office, to ensure that fees reflect the true costs of publication and accommodate efficiencies gained from this order. The Archivist shall promptly file a report with the Director of OMB, calculating the percentage difference in fees between any proposed new fee schedule and the previous one.
(d) By no later than August 22, 2025, the Archivist, acting through the Office of the Federal Register, shall submit a follow-up report to the Director of OMB detailing average publication times from July 15, 2025, to August 15, 2025, for the same document categories previously reported under subsection (b) of this section.

Sec.3. General Provisions. (a) Nothing in this order shall be interpreted as diminishing or otherwise altering:
(i) the authority conferred by law to an executive department or agency, or its head; or
(ii) the responsibilities of the Director of the Office of Management and Budget concerning budgetary, administrative, or legislative proposals.
(b) This order shall be executed in accordance with applicable law and contingent upon the availability of appropriations.
(c) This order is not designed to, nor does it, create any enforceable rights or benefits, either substantive or procedural, that any party can claim against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other individual.
(d) The costs associated with the publication of this order shall be covered by the National Archives and Records Administration.
