A PROCLAMATION


On December 7, 1941, what began as a tranquil Sunday on the Hawaiian island of Oahu was abruptly transformed into a scene of chaos. The Empire of Japan launched an unprovoked assault on the United States Pacific Fleet stationed at Pearl Harbor, targeting military installations at Kaneohe, Ford Island, Barbers Point, and Hickam Field. This surprise attack resulted in the tragic loss of 2,403 American lives, both military personnel and civilians, and marked our Nation’s entry into the Second World War.

The Japanese objectives were clear: to incapacitate our military capabilities and extinguish the indomitable American spirit. However, these brutal strikes had the opposite effect, galvanizing a nation in shock and igniting a fierce determination among its citizens. Young men from every corner of America paused their lives and ambitions, stepping into the fray of monumental battles that would forever alter the course of history. Despite being untested in warfare, these brave individuals, driven by a shared mission, rose to confront tyranny. The extraordinary valor and immense sacrifices made by the Greatest Generation not only safeguarded our freedoms but also secured the blessings of liberty for generations to come.

In the years following that “date which will live in infamy,” the aggressor has transformed into a steadfast ally. Japan has evolved into one of our closest security partners, with our military forces collaborating daily to uphold shared interests. This evolution underscores the profound potential of peace, diplomacy, and democratic values to reshape relationships and foster mutual respect.

The enduring lessons from 84 years ago continue to resonate within America’s formidable fighting force. We must remain steadfastly vigilant and prepared to eliminate any threat to our freedom. This annual day of remembrance deserves our utmost reverence as we pay tribute to those who made the ultimate sacrifice on the shores of Oahu and in the broader battles of World War II.

By Public Law 103-308, as amended, Congress has designated December 7 each year as “National Pearl Harbor Remembrance Day.”

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim December 7, 2025, as National Pearl Harbor Remembrance Day. I encourage all Americans to observe this solemn occasion and honor our military, both past and present, through appropriate ceremonies and activities. I urge all Federal agencies, along with individuals and organizations interested in participating, to fly the United States flag at half-staff in honor of those patriots who lost their lives due to their service at Pearl Harbor.

IN WITNESS WHEREOF, I have hereunto set my hand this fifth day of December, in the year of our Lord two thousand twenty-five, and of the Independence of the United States of America the two hundred and fiftieth.
