The proposed legislation aims to implement four key measures, as outlined by Murphy and Schiff:

Clearly define the operational zone for Border Patrol to not exceed 25 land miles, aligning with existing statutes;

The current state of transparency is alarmingly inadequate. Incidents involving border agents and U.S. citizens have often been met with deception from the Trump administration, which has been caught fabricating justifications for actions deemed illegal after the fact.
